Not possible to read cgns-restart-file when basement has crashed

Hi,
previously (v2.7) it was possible to restart a simulation although the run crashed (not enough harddisk-space, network failure, ...). With the new release this is not possible anymore. I always get the following error-message:

restart file -> failed to open file ./init.cgns error:    cgio_open_file:File-open error

Restart now only works when the initialization-simulation ended correctly.

I propose to always close the file-handle, when a restart-time-step has been written.

Hi Michel,

I agree with your point: it happens to me as well (basement 2.8 under ubuntu 16.04).

I agree also that the file-handle should be closed when a restart-time-step has been written.

It should be a minor issue to fix this.
