water does not enter the domain

Hi, all
I am building a 1d-2d model with hydrograph imposed as the inlet bc in 1d but keep getting the following error and eventually the basement stops working. If i suppress the warning level, the simulation goes to completion but no water enters the domain.
ERROR MESSAGR
  At the hydrograph boundary all edges are set inactive (not wetted), but
   the inflow is bigger than 0.0. Either the cells in the boundary cross
   section are too big or the inflow is too small to ensure that at least one
   element is wetted.
